Oracle Public Sector Financials Introduction

Public Sector Financials provides a financial management solution for the public sector not-for profit, governments, and government enterprise organizations. Public Sector features include Encumbrance Accounting and Analysis, Funds Available Inquiry, Funds Available Reporting, Governmental Accounting Standards Board (GASB) 34/35 Asset Accounting.

Encumbrance Accounting

The budgeting in the public sector (government, government enterprise and non-profit) normally define budgetary control and perform funds checking or availability of fund on each of their transactions. Encumbrances are reserving of funds for those transactions. When the profile for budgetary control is turned on or enabled in the General Ledger encumbrances are automatically created from requisitions and purchase orders. Additionally a manual journal entry can be created. See budgetary accounting.
